(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业； （3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕 18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

（3）供应商具有市政公用工程施工总承包三级及以上资质；
（4）项目负责人具有市政公用工程专业二级及以上注册建造师执业资格及有效的安全考核证书；
（5）项目负责人在册且无在建记录。
（6）本项目是专门面向中小企业采购。
（7）是否允许联合体响应：不允许。

(c)Specific qualification requirements for this program: 3. Other qualification requirements: (1) This negotiation requires online response, and suppliers must obtain a Shanghai Electronic Signature Authentication Certificate (CA Authentication Certificate); (2) Suppliers must possess a valid business license and a valid safety production license; (3) Suppliers must have a third-grade or higher qualification for general contracting of municipal public works construction; (4) The project leader must have a second-grade or higher registered construction engineer qualification in municipal public works engineering and a valid safety assessment certificate; (5) The project leader must be registered and have no records of projects currently in progress. (6) This project is specifically targeted for procurement by small and medium-sized enterprises. (7) Whether consortium response is allowed: No.
