中化建国际招标有限责任公司受招标人委托对下列产品及服务进行国际公开竞争性招标，于2026-09-11***网公告。本次招标采用电子招标方式，现邀请合格投标人参加投标。1、招标条件
项目概况:荔湾3-2气田位于南海珠江口盆地，水深1190米-1368米。荔湾3-2气田距离荔湾3-1气田约5.4千米。荔湾3-2气田开发设施包含1套水下采油树、1条海底输油管线以及1条海底脐带缆。荔湾3-2气田产出的井流物通过一条约 5.4千米长的6英寸海底管线输送至荔湾3-1东区管汇，与荔湾3-1气田的井流物汇合后，一并输送至荔湾3-1***平台。

投标人应具备的资格或业绩:（1）资格要求 Eligibility Requirements ★ A.★如果投标人为中国境内注册公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).★如果投标人为中国境外注册公司，需提供有效的公司登记注册证明；If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.★投标人为分公司的，需具有合法有效的营业执照（境内注册）/公司登记注册证明（境外注册）和上级法人单位授权书（授权该分公司投标和签订合同），投标时需提供原件扫描件（原件备查）。If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). And it should be possible to verify on the API certificate query website https://****.api.org Original API 17J certificate shall be ready for verifying if required.D.★第三方产品认证证书:提供中华人民共和国应急管理部认可的ABS、BV、CCS和DNV船级社机构证书（需要从以上任意一家机构获得第三方产品认可证书），除了上述4家机构外的任何机构包括他们的下属机构均不允许。并随设备一同交付。Third party certification: The Products certifying agency's certificates shall be issued by one of the agencies among ABS, BV, CCS and DNV which are approved as Classification Society by the Emergency Management Department, PRC. It’s not allowed that the certificates issued by inspection subordinate organization, certification subordinate organization or consultant subordinate organization of these 4 Classification Societies approved by the Emergency Management Department, PRC. The Certificate of Compliance shall be issued with the cargo delivered.E.★型式认证证书:投标时提供覆盖本项目技术要求（内径6”、设计水深1300m、设计温度102℃、设计压力29.9MPaA）的型式认可证书（需要从ABS、BV、CCS、DNV和LR船级社机构中任意一家机构获得型式认可证书）。Type Approval Certificate:Provide Type Approval Certificate covering the technical requirements of this project (internal diameter 6”, design water depth 1300m, design temperature 102℃ and design pressure 29.9MPaA). The certificate shall be issued by one of the classification societies including ABS, BV, CCS, DNV and LR.F.★是否接受联合体投标：否Is any bid by a consortium or a joint venture accepted? No.（2）★业绩要求Requirement for Bidder's reference:投标人应满足以下业绩要求：2016年1月1日至投标截止日（以合同签署时间为准，如无合同签署时间，以合同生效时间为准），投标人应具有至少1个合同的海底柔性软管产品的供货业绩（供货业绩的制造商必须是投标人），且均满足输送介质为原油或天然气或原油与天然气混合物、内径不小于6英寸、设计水深不小于1300米的技术要求。投标人须提交相关业绩证明文件。业绩证明文件包括：1）合同和2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其他可以证明合同项下货物已经到货验收的有效证明材料）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间或合同生效时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称、输送介质、内径、设计水深、用户签字或盖章的到货验收材料。若业绩合同为无固定总价协议，除提供协议外，还应提供相应的订单及与订单对应的到货验收材料，订单内容或编号应与协议相关联。未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。投标人务必填写格式附件3业绩表。The bidder shall meet the following performance requirements:From January 1, 2016 to the bid closing date (based on the contract signing date; if no contract signing date is available, the contract effective date shall prevail), the bidder shall have at least one supply performance records for subsea flexible pipe products. The manufacturer for such supply performance records must be the bidder itself. Both records shall satisfy the technical requirements of transporting oil,gas or mixtures of crude oil and natural gas, with an internal diameter of no less than 6 inches and a design water depth of no less than 1300 meters. The aforesaid two performance records do not need to come from a single contract.The bidder shall submit relevant performance supporting documents. Such documents include: 1)The contract; and 2) Goods receipt acceptance materials signed or sealed by the end-user (goods-receipt acceptance note, commissioning & acceptance report, or other valid documents proving that the goods under the contract have been delivered and accepted). The performance supporting documents submitted by the bidder shall at least reflect the following information: contract signing date or contract effective date, contract signature page (domestic trade contracts shall bear seals of both parties; international trade contracts shall bear signatures or seals of both parties), description of goods, transported medium, internal diameter, design water depth, as well as goods-receipt acceptance materials signed or sealed by the end-user.Where the performance related contract is an agreement without fixed lump-sum price, in addition to the agreement, corresponding purchase orders and goods‑receipt acceptance materials matching such purchase orders shall be provided. The content or number of purchase orders shall be associated with the framework agreement. Failure to submit performance supporting documents, or where the submitted documents cannot verify compliance with the above‑specified performance requirements, shall result in such performance records being deemed invalid.The bidder must fill in the performance form in form Attachment 3：:List of Performance.
