项目概况:荔湾3-2（以下简称LW3-2）气田位于南海珠江口盆地，水深在1190米至1368米之间。LW3-2气田距LW3-1气田约5.4公里。LW3-2气田的开发设施包括一套水下采油树、一条海底管道和一条水下静态脐带缆。

投标人应具备的资格或业绩:（1）资格要求 Eligibility Requirements ★ A.★如果投标人为中国境内注册公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).★如果投标人为中国境外注册公司，需提供有效的公司登记注册证明；If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.★投标人为分公司的，需具有合法有效的营业执照（境内注册）/公司登记注册证明（境外注册）和上级法人单位授权书（授权该分公司投标和签订合同），投标时需提供原件扫描件（原件备查）。If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).★招标人认可该分公司和上级法人单位的资质、资格和业绩，不认可同一上级法人单位的其它分公司的资质、资格和业绩。分公司与上级法人单位只可一家参与投标，同时参与投标的，投标均无效。The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.B.★不接受代理Bid by an agent is not acceptable投标人应为所投货物的制造商。不接受代理商投标。The Bidder shall be the manufacturer of the Goods being offered. No. （2）业绩要求Requirement for Bidder's Past Performance★:2016年1月1日至投标截止日（以合同签署时间为准，如无合同签署时间，以合同生效时间为准），投标人应具有至少1个合同的脐带缆产品的供货业绩（供货业绩的制造商必须是投标人），且均满足设计水深不小于1300米、供货范围包含液压钢管和电缆的要求。Subject to the contract signing date, the bidder shall have at least one contract evidencing its supply performance records of Umbilical products from January 1, 2016 to the bid close date, and the manufacturer of the supplied products must be the bidder itself. All the products shall meet the including hydraulic steel pipes and cables with design water depth of not less than 1300 meters requirements.投标人须提交相关业绩证明文件。业绩证明文件包括：1）合同和2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其他可以证明合同项下货物已经到货验收的有效证明材料）。The bidder shall submit the relevant performance certification documents. The performance certification documents include: 1) Contracts; 2) Goods arrival acceptance signed or stamped by the client (i.e. Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间或合同生效时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称、设计水深、供货范围、用户签字或盖章的到货验收材料。The submitted performance verification documents must explicitly include the following information: contract signing date, contract signature page (domestic trade contracts shall bear the seals of both parties; international trade contracts shall bear the signatures or seals of both parties), product name, design water depth, supply scope, and delivery acceptance documents signed or sealed by the end-user.若业绩合同为无固定总价协议，除提供协议外，还应提供相应的订单及与订单对应的到货验收材料，订单内容或编号应与协议相关联。同一个协议下提供1个或以上的订单及与订单对应的到货验收材料，均算为1个业绩。If the performance contract is an agreement without a fixed lump-sum price, in addition to submitting the agreement itself, the bidder shall also provide the corresponding purchase orders and the delivery acceptance documents matching such orders. The content or number of each purchase order shall be correlated with the agreement. Under one single agreement, submission of one or more purchase orders together with their respective delivery acceptance documents shall be counted as one (1) performance record.未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均被视为无效业绩。Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
