  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (b)落实政府采购政策需满足的资格要求：本项目执行政府采购促进中小企业、监狱企业、福利企业发展的相关政策。

  (c)本项目的特定资格要求：（3）具有市政公用工程施工总承包三级及以上资质。（4）项目负责人具有市政公用工程专业注册建造师二级及以上资格证书。
  （5）本项目仅面向中小微企业，提供《中小企业声明函》。
  （6）本项目不接受联合体投标。

  (c)Specific qualification requirements for this program:(3) Having a third level or higher qualification for general contracting of municipal public works construction. (4) The project leader holds a second level or higher qualification certificate as a registered construction engineer in the field of municipal public works. (5) This project is only aimed at small and medium-sized enterprises and provides a "Small and Medium sized Enterprise Declaration Letter". (6) This project does not accept consortium bidding.
