  简要规则描述：本项目是为确保中国（上海）自由贸易试验区洋山特殊综合保税区的工作和治安秩序，维护区域良好的治安环境，拟通过政府采购服务的方式，协助海关做好辖区内保安服务工作。包含但不仅限于以下内容:维护交通秩序，保持进出通道畅通，严格守护通道，执行海关根据实际情况布置的其他一线执法辅助性工作任务等。

  Brief Specification Description:This project aims to ensure the work and public security order of the Yangshan Special Comprehensive Bonded Zone of China (Shanghai) Pilot Free Trade Zone and maintain a sound public security environment in the area. It plans to assist the customs in security services within the jurisdiction through government procurement of services. The scope includes but is not limited to the following contents: maintaining traffic order, keeping access passages unobstructed, strictly guarding the passages, and carrying out other front-line law enforcement auxiliary tasks arranged by the customs according to actual conditions.

  二、申请人的资格要求

  2. Qualification Requirements for Suppliers

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

  (b)落实政府采购政策需满足的资格要求：本项目执行政府强制采购节能产品、鼓励环保产品、扶持福利企业、扶持不发达地区和少数民族地区、促进残疾人就业、促进中小企业发展、支持监狱和戒毒企业等政府采购政策。（若供应商未主动提供相关证明材料则视为不适用以上政策。）

  (b)Qualification requirements to be met to implement government procurement policies:This project implements government procurement policies including mandatory government procurement of energy-saving products, encouragement of environmental-friendly products, support for welfare enterprises, assistance to underdeveloped regions and ethnic minority areas, promotion of employment for persons with disabilities, advancement of the development of small and medium-sized enterprises, and support for prison and drug rehabilitation enterprises. (If the supplier fails to voluntarily provide relevant supporting documents, it shall be deemed ineligible for the above policies.)

  (c)本项目的特定资格要求：（1）具有省市级公安部门核发的有效的“保安服务许可证”；（2）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；
  （3）本次采购不接受联合体响应，不允许合同转让与分包；
  （4）本项目预算资金属于中小微企业预留资金，仅专门面向中、小、微型企业采购。

  (c)Specific qualification requirements for this program:(1) Possess a valid Security Service License issued by provincial or municipal public security authorities; (2) Different suppliers whose legal representatives are the same person or who have direct holding or management relationships shall not participate in the government procurement activities under the same contract; (3) Joint responses are not accepted for this procurement, and contract transfer and subcontracting are not permitted; (4) The budget funds for this project are reserved for micro, small and medium-sized enterprises, and the procurement is exclusively open to micro, small and medium-sized enterprises.

  (i)符合《中华人民共和国政府采购法》第二十二条的规定；

  (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

  (ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

  Pursuant to the Shanghai Municipal Finance Bureau's Notice on the Official Operation of the Bidding and Tendering System of the Shanghai Municipal Government Procurement Information Management Platform (Hu Cai Cai [2014] No. 27), this Project's bidding and tendering activities shall be conducted on the Platform's electronic bidding and tendering system (the "Electronic Procurement Platform", http://www.****.gov.cn), established and maintained by the Finance Bureau.
